Syracuse fires assistant basketball coach Fine (AP)

SYRACUSE, N.Y. ? Syracuse University fired associate head basketball coach Bernie Fine on Sunday in the wake of an investigation of child molestation allegations against him.

"At the direction of Chancellor Cantor, Bernie Fine's employment with Syracuse University has been terminated, effective immediately," Kevin Quinn, the school's senior vice president for public affairs, said in a statement.

The 65-year-old Fine was in his 36th season at his alma mater. He had the longest active streak of consecutive seasons at one school among assistant coaches in Division I.

Fine's firing comes in the wake of new revelations Sunday, including a third accuser. Syracuse had placed Fine on paid administrative leave when accusations first surfaced.

Two former Syracuse ball boys were the first to accuse Fine, who has called the allegations "patently false."

Zach Tomaselli, 23, of Lewiston, Maine, said Sunday that he told police that Fine molested him in 2002 in a Pittsburgh hotel room. He said Fine touched him "multiple" times in that one incident.

Tomaselli, who faces sexual assault charges in Maine involving a 14-year-old boy, said during a telephone interview with The Associated Press that he signed an affidavit accusing Fine following a meeting with Syracuse police last week in Albany.

Tomaselli's father, meanwhile, maintains his son is lying.

Two former Syracuse ball boys were the first to accuse Fine, who has called the allegations "patently false."

Bobby Davis, now 39, told ESPN that Fine molested him beginning in 1984 and that the sexual contact continued until he was around 27. A ball boy for six years, Davis told ESPN that the abuse occurred at Fine's home, at Syracuse basketball facilities and on team road trips, including the 1987 Final Four.

Davis' stepbrother, Mike Lang, 45, who also was a ball boy, told ESPN that Fine began molesting him while he was in fifth or sixth grade.

No one answered the door at the Fine home Sunday. Earlier in the day, his attorneys released a statement saying Fine would not comment beyond his initial statement.

"Any comment from him would only invite and perpetuate ancient and suspect claims," attorneys Donald Martin and Karl Sleight said. "Mr. Fine remains hopeful of a credible and expeditious review of the relevant issues by law enforcement authorities."

Pete Moore, director of athletic communications at the university, said head coach Jim Boeheim "is not commenting further on the subject at this time."

When a reporter called Boeheim after Fine was fired, he hung up.

During his long career with Syracuse, Fine tutored the likes of Derrick Coleman, LeRon Ellis and John Wallace in his role of working with post players. Coleman was the top pick in the 1990 NBA draft, Ellis was the Clippers' 22nd overall choice in 1991, and Wallace was picked 18th in 1996 by the New York Knicks.

Boeheim and Fine met at Syracuse University in 1963, when Fine was student manager of the basketball team. Fine graduated in 1967 with a degree in personal and industrial relations and went into business for himself.

In 1970, Fine was named basketball and football coach at Lincoln Junior High in Syracuse and went to Henninger High School the next year as the junior varsity basketball coach. He became varsity basketball coach in 1975. When Boeheim was chosen to succeed Roy Danforth at Syracuse in 1976 Boeheim offered Fine a job as an assistant.

Fine was an integral part of the staff that guided Syracuse to the national championship in 2003. During his tenure the Orange also made two other appearances in the NCAA title game, losing in 1987 to Indiana and in 1996 to Kentucky. He also guided the U.S. Maccabiah team to a silver medal at the 1993 World Maccabiah Games in Israel and has served as director of a successful basketball camp in the Northeast.

Tomaselli said the scandal at Penn State involving former assistant football coach Jerry Sandusky prompted him to come forward. Sandusky is accused in a grand jury indictment of sexually abusing eight boys over a 15-year period.

"It was the Sandusky stuff that came out that really made me think about it," Tomaselli said in the phone interview. "A lot of people were slamming ESPN and Bobby for saying anything. I wanted to come out. ... It made me sick to see all that support for Fine at that point. I was positive he was guilty."

Tomaselli told the Post-Standard that he didn't ask Syracuse police or federal authorities for help in getting the criminal charges dismissed against him in Maine.

Tomaselli was arrested in April on 11 warrants charging gross sexual assault, tampering with a victim, two counts of unlawful sexual contact, five counts of visual sexual aggression against a child and unlawful sexual touching and unlawful sexual contact, Lewiston police said Sunday. They did not say what led to the charges. He has pleaded not guilty.

Tomaselli told the Post-Standard he met Fine after he and his father, Fred, attended a Syracuse autograph session on campus in late 2001.

The newspaper reported that Fine later called Tomaselli's parents to arrange for Tomaselli to go to Pittsburgh with the athletic department staff on a chartered bus, spend the night in Fine's hotel room and attend the team's game on Jan. 22, 2002.

Tomaselli told the Post-Standard that he had dinner with the team, then returned to the hotel room where he accused Fine of putting porn on the TV and fondling him in bed.

Tomaselli attended the basketball game the next day, sitting several rows behind the bench, and rode the chartered bus back to Syracuse, the newspaper reported.

"The one time there was multiple incidents in that one night, but there was only one night that he ever sexually abused me," Tomaselli told the AP.

However, during a phone interview with the AP, Fred Tomaselli said: "I'm 100 percent sure that Bernie Fine was never in contact with Zach. He never went to Pittsburgh to a game, never been to that arena."

"I brought him to a couple of games in Syracuse. We always sat in the nosebleed section and left after the game. He never stayed for any overnighters and never even got within shouting distance of Bernie."

The Post-Standard also reported that Zach Tomaselli was invited by Fine to a party at his home after the Syracuse-Pitt game on Feb. 1, 2003 ? a game where Zach Tomaselli said Fine arranged seats for him and his father several rows behind the bench.

Tomaselli told the newspaper his father, who was unable to attend the party, allowed him to go to Fine's house and stay the night.

While there, Tomaselli told the AP, Fine asked him to get into bed and that Fine's wife, Laurie, was there when it happened.

"I told them (police) that Laurie was standing right there when Bernie asked me to sleep in a bed. Laurie knew all about it," he said during the phone interview.

On Sunday, ESPN played an audiotape, obtained and recorded by Davis, of an October 2002 telephone conversation between him and Laurie Fine.

Davis told ESPN he made the recording, which also has been given to Syracuse police, without her knowledge because he knew he needed proof for the police to believe his accusations. ESPN said it hired a voice recognition expert to verify the voice on the tape and the network said it was determined to be that of Laurie Fine.

Davis also acknowledged in an interview with ESPN that he and Laurie Fine had a sexual relationship when he was 18, and that he eventually told Bernie Fine about it.

"I thought he was going to kill me, but I had to tell him," Davis said. "It didn't faze him one bit."

During the call to the woman, Davis repeatedly asks her what she knew about the alleged molestation.

"Do you think I'm the only one that he's ever done that to?" Davis asked.

"No ... I think there might have been others but it was geared to ... there was something about you," the woman on the tape said.

On the tape, she also says she knew "everything that went on."

"Bernie has issues, maybe that he's not aware of, but he has issues. ... And you trusted somebody you shouldn't have trusted ... "

During the call, Davis tells her he asked her husband in the late 1990s for $5,000 to help pay off his student loans.

"When he gave you the money, what does he want for that?" she asked.

He tells her that Fine wanted to engage in sexual activity in several ways.

"... And I'd try to go away, and he'd put his arm on top of my chest. He goes, `If you want this money, you'll stay right here,'" Davis said.

"Right. Right," she said. "He just has a nasty attitude, because he didn't get his money, nor did he get what he wanted."

On Friday, federal authorities carried out a search at his Fine's suburban Syracuse home but declined to comment on what they were looking for.

New York State Police spokesman Jack Keller said troopers were called to assist the U.S. attorney's office at the search. At least six police vehicles were parked on the street during the search, which lasted around nine hours. Officers carted away three file cabinets and a computer for further examination.

Giant Nasa rover launches to Mars

The Atlas 5 launch rocket carrying the Mars rover blasted off from Florida

Nasa has launched the most capable machine ever built to land on Mars.

The near one-tonne rover, tucked inside a capsule, left Florida on an Atlas 5 rocket at 10:02 local time (15:02 GMT).

Nicknamed Curiosity, the rover will take eight and a half months to cross the vast distance to its destination.

If it can land safely next August, the robot will then scour Martian soils and rocks for any signs that current or past environments on the planet could have supported microbial life.

The Atlas flight lasted almost three-quarters of an hour.

By the time the encapsulated rover was ejected on a path to the Red Planet, it was moving at 10km/s (6 miles per second).

Spectacular video taken from the upper-stage of the rocket showed it drifting off into the distance.

"Our spacecraft is in excellent health and it's on its way to Mars," said Curiosity project manager Peter Theisinger.

Nasa received a first communication from the cruising spacecraft about 50 minutes after lift-off through a tracking station in Canberra, Australia.

Controllers will command a course correction manoeuvre in two weeks to refine the trajectory to the Red Planet.

The rover - also known as the Mars Science laboratory (MSL) - is due to arrive at the Red Planet in early August 2012. Then, the hard part begins - landing safely.

One senior space agency official this week called Mars the "Death Planet" because so many missions have failed to get down in one piece.

The Americans, though, have a good recent record and they believe a new rocket-powered descent system will be able to place the rover very precisely in one of the most exciting locations on the planet.

It is being aimed at a deep equatorial depression called Gale Crater, which contains a central mountain that rises some 5km (3 miles) above the plain below.

The crater was chosen as the landing site because satellite imagery has suggested that surface conditions at some point in time may have been benign enough to sustain micro-organisms.

This included pictures of sediments at the base of the peak that were clearly laid down in the presence of abundant water.

MSL is equipped with 10 sophisticated instruments to study the rocks, soils and atmosphere in Gale Crater.

The $2.5bn (?1.6bn) mission is funded for an initial two Earth years of operations, but MSL-Curiosity has a plutonium battery and so should have ample power to keep rolling for more than a decade.

It is likely the mechanisms on the rover will wear out long before its energy supply.

"The agency is ecstatic," observed Doug McCuistion, Nasa's Mars exploration programme director.

"We have started a new era of exploration, not just technologically but scientifically as well.

"I hope we have more work than the scientists can handle. When we get to the surface, I expect them all to be overrun with data they've never seen before. I expect the public to have images, vistas that we've never seen before.

"Down in the bottom of Gale Crater, those images are going to be just stunning I believe. It will be like sitting at the bottom of the Grand Canyon, I think."

Global Fund for world health halts new programs (AP)

GENEVA ? The world's biggest financier in the fight against three killer diseases says it has run out of money to pay for new grant programs for the next two years ? a situation likely to hit poor AIDS patients around the world.

An official with the Global Fund to Fight AIDS, Tuberculosis and Malaria said Thursday that its has been forced to cease giving new grants until 2014 because of global economic woes brought on by debt crises in the U.S. and Europe.

An independent panel recommended in September that the fund must adopt tougher financial safeguards after it weathered a storm of criticism and doubts among some of its biggest donors.

The fund created the panel ? chaired by former U.S. Health and Human Services Secretary Michael Leavitt and ex Botswana President Festus Mogae ? in March to address concern among donors after Associated Press articles in January about the loss of tens of millions of dollars in grant money because of mismanagement and alleged fraud.

Germany, the European Commission and Denmark withheld hundreds of millions of euros in funding pending reviews of the fund's internal controls. Germany ? the fund's fourth-largest donor_ has since restored its funding.

The Geneva-based fund was set up in 2002 as a new way to coordinate world efforts against the diseases and to speed up emergency funds from wealthy nations and donors to the places hardest hit. Outside of its donor nations and celebrity backers, the biggest private donor is the Bill & Melinda Gates Foundation that has pledged $1.15 billion and provided it with $650 million so far.

Since its creation, the fund, which is strictly a financing tool, has disbursed some $15 billion for programs ? $2.8 billion this year alone, including to pay for treatment for around half the developing world's AIDS sufferers.

With donations now harder to come by, the fund says it can only afford to keep existing AIDS programs going, but not expand its services or add new patients.

"We're not cutting back ? we're not expanding," the fund's board chairman, Simon Bland, told The Associated Press from Accra, Ghana, where the board has been meeting this week.

The fund had to make some "tough decisions to protect some of the gains that have already been delivered," he added.

Among those decisions were that $800 million to $900 million in grants planned for China, Brazil, Mexico and Russia will now be used for other purposes, fund officials said.

"It is deeply worrisome that inadvertently the millions of people fighting with deadly diseases are in danger of paying the price for the global financial crisis," the fund's executive director, Dr. Michel Kazatchkine, said in a statement.

But the fund has $4 billion on hand to meet all of its current commitments and the "presumption" is that people in China, Brazil, Mexico and Russia won't suffer because their governments will commit their own resources to take over the next phase of the fund's programs, said Dr. Christoph Benn, the fund's external relations manager.

He said the fund's financing picture for the next two years, however, could affect about 9 to 10 million new patients who are in need of HIV treatment in developing nations.

The board has also decided to create a new general manager position after the panel found unhealthy friction between Kazatchkine and the fund's internal watchdog, Inspector General John Parsons's office, whose teams of auditors and investigators have been documenting losses.

The fund released 12 reports on its website earlier this month that turned up an additional $20 million of mismanagement, alleged fraud and misspending. Earlier probes had detected about $53 million in losses, according to fund documents.

Some of the reports have led to criminal cases, and some countries ? mirroring the fund's own efforts ? say they have begun putting new financial safeguards in place.

Apples iPhone 4S makes India debut (Reuters)

NEW DELHI (Reuters) ? The iPhone 4S, the final gadget unveiled during Apple co-founder Steve Jobs' lifetime, hit store shelves in India on Friday with a starting price of 44,500 rupees.

At about four times the U.S. retail price where customers buy mandatory data-service plans, the phone may still find buyers among affluent young professionals in India who are snapping up iconic brands and luxury items.

Unlike their western peers, Indian mobile operators do not subsidise cost of phones.

Airtel and Aircel are selling the 16 GB model for 44,500 rupees, with the 32 GB version priced at 50,900 rupees and the 64 GB model available for 57,500 rupees.

Media reports last week said Indian fans were unhappy that the smartphone will be more expensive in India than anywhere else in the world.

Both mobile operators, which started selling the iPhone 4S from midnight on Friday, are offering discounted data plans.

The gadget is more expensive than the iPad 2 in India, with the base model of the tablet selling for 27,900 rupees. Even its top-end model, with 64 GB of memory and WiFi & 3G, costs 46,900 rupees.

The new iPhone comes with a faster processor, a better light-sensitive camera, and voice-activated software "Siri".

On Friday, the Aircel website showed that the 64 GB version, both black and white, was sold out.

Officials say plan on al Qaeda detainees would harm probes (Reuters)

WASHINGTON (Reuters) ? A Senate plan requiring that all foreign al Qaeda suspects found in the United States be turned over to the military instead of civilian law enforcement could gravely damage U.S. counter-terrorism investigations, the Obama administration warned.

Top administration officials charged that the plan would set up new hurdles for U.S. investigators - particularly at the FBI and the Justice Department - and would raise questions as to how and when they must involve the military.

Democrats and Republicans on the Senate Armed Services Committee, in a rare display of bipartisanship, approved the provision earlier this month as part of an important defense bill. It could be voted on by the full Senate early next week.

Officials said that if the current plan is approved by both the House and Senate, Obama aides will recommend a presidential veto of the entire defense bill, which contains many other vital defense-related provisions.

"Agents and prosecutors should not have to spend their time worrying about citizenship status and whether and how to get a waiver signed by the Secretary of Defense in order to thwart an al Qaeda plot against the homeland," Lisa Monaco, assistant attorney general for national security, told Reuters.

"Rather than provide new tools and flexibility for FBI operators and our intelligence professionals, this legislation creates new procedures and paperwork for FBI agents, intelligence lawyers and counter-terrorism prosecutors," she said.

Currently, suspects detained in the United States normally go into the civilian justice system, while those caught overseas are held under U.S. military jurisdiction.

The dispute appears to be about more than just bureaucratic turf battles, and risks reopening bitter disputes over handling militant suspects that in some cases have taken a decade to resolve.

NO 'MIRANDA' REQUIRED

One prominent Republican backer of the plan, Senator Lindsay Graham, said that in his view, the Obama administration has been too eager to process al Qaeda suspects caught in the United States through the civilian criminal justice system.

This usually involves them quickly being given the mandatory "Miranda" warnings about their rights to legal counsel and to remain silent, he said.

Requiring that the administration transfer foreign al Qaeda suspects into military custody, Graham said in an interview on Wednesday, would give investigators time to interrogate suspects and gather intelligence about potential plots without giving them warnings which might cause them to stop talking.

"Military custody is the best place for intelligence gathering," Graham said, adding that Congress was "fed up" with administration moves to "civilianize" what some legislators still regard principally as a war against militants.

A congressional aide close to backers of the committee plan insisted that it gives the administration the freedom to make a determination on military custody.

"If the FBI is investigating, they investigate. No ongoing surveillance, intelligence gathering or interrogation is interrupted" under the bill's provisions, the aide insisted.

Under the plan, unanimously approved by the committee, military custody requirements would apply both to suspects detained by U.S. forces overseas, and to suspects alleged to be connected to al Qaeda or an "associated force" of foreign nationality who are detained on U.S. soil.

Al Qaeda suspects of U.S. nationality or residency arrested in the United States. would still be processed through the civilian court system.

After complaints from the White House, the Armed Services Committee tweaked its proposal to include a provision authorizing the administration to formally waive the military custody provisions in cases where it deems that national security would benefit from such a move.

As an example of how military handling of detainees is not an intelligence-producing panacea, law enforcement officials cited the case of an alleged al Qaeda "sleeper agent" of Saudi and Qatari nationality who was picked up in the United States after the attacks of September 11, 2001.

According to the officials, Ali al-Marri was initially arrested as a material witness, then charged in civilian courts with credit card and identity fraud violations. But in 2003, President George W. Bush designated al-Marri as an "enemy combatant" and had him transferred to a military brig in South Carolina.

Instead of being treated harshly, U.S. officials said, al Marri was given a suite of cells at the military prison, complete with his own Islamic library and exercise equipment. Despite repeated questioning by military interrogators over several years, the officials said, al Marri never provided them with any information.

However, the officials said, after President Obama in 2009 ordered that al Marri's case be reviewed, he was subsequently transferred back into the civilian court system.

He eventually pleaded guilty to a conspiracy charge in which he admitted dealings with alleged top al Qaeda operative Khalid Sheikh Mohammed and his involvement in alleged research into chemical weapons on al Qaeda's behalf. However, he did not give prosecutors or civilian investigators additional information.

US stocks set to follow Europe lower

U.S. stocks are set to follow European markets lower Friday.

Shares in Europe took another pounding Friday after Italy?s borrowing rates ratcheted higher following a pair of hugely disappointing auctions from the eurozone?s third-largest economy.

The auction results are another sign that Italy?s new technocratic government faces a big battle to convince the markets it has a strategy to get a grip on the country?s massive debts. It also served as a reminder that Europe?s debt crisis has clearly spread from its relatively small economies to big countries such as Italy and Spain.

Following the grim news on the auction front, Italy?s borrowing rates in the markets skyrocketed, with the ten-year yield spiking 0.34 percentage point to 7.30 percent ? above the 7 percent threshold that is widely considered unsustainable in the long-run and eventually forced Greece, Ireland and Portugal had to seek financial bailouts.

Wall Street was poised for a lower open, though trading is expected to be fairly light as many traders will remain away for a long Thanksgiving holiday weekend. Friday?s abbreviated trading session on Wall Street will end at 1 p.m. ET.

Aside from Europe's debt crisis, traders in the U.S. were bracing for a crucial test of the world's No. 1 economy ? so-called Black Friday, the day that kicks off the holiday shopping season. How well retailers do will have consequences for the still-fragile U.S. economic recovery, as well as for the global economy.

Rock 'n' Roll Fantasy Camp cranks up the volume (Reuters)

LOS ANGELES (Reuters) ? The decibel level in the small, bunker-like rehearsal room is ear-shattering and every loose item in the space is shaking as if an earthquake struck.

But it's no temblor -- just business as usual at the Rock 'n' Roll Fantasy Camp where ex-Runaways guitarist Lita Ford is leading a group of 30-something, would-be rock stars through a bone-jarring version of "Roadrunner."

"We're doing The Who's version," says 53-year-old rocker Ford, an enthusiastic coach who guides her equally enthusiastic charges -- three guitarists, a singer and two drummers -- through the arrangement.

As befits a Who homage, it's loud. But there's no guitar smashing, scowling or bad attitude. Everyone looks happy.

Other rooms in the Camp's North Hollywood complex feature similar scenes, with other rock teachers -- Kiss singer Paul Stanley, Black Sabbath drummer Vinny Appice and producer-songwriter Mark Hudson -- schooling students on the finer points of hard rock, playing and performing.

But big changes are on the horizon for the "camp," now in its 14th year, where people of all ages who dream of rock stardom can bring their axes and learn to shred like Pete Townshend or Guns N' Roses' Slash.

David Fishof, who founded the camp after years as a manager and tour producer for Ringo Starr and The Monkees, estimates that some 7,000 have attended one of the sessions held six times a year at various locations including New York, Philadelphia and London.

"It gets bigger every year," he said, and to cope with the demand, Fishof is planning to open a permanent location in Las Vegas. "We're in negotiations with a major hotel, and it's going to happen within the next year," he said.

GOING CORPORATE

Fishof also is setting up camp in corporate markets, planning events and performing exercises with executives that focus on successful collaboration and task completion.

"We get a rock star like Lita to work with them, rewriting a song they're famous for and tailoring the lyrics specifically to a company sales model or convention," he said.

While the operation has focused exclusively on classic, metal and hard rock so far, Fishof promises other genres are about to get the same boot camp treatment.

He wants to branch into alternative rock music, country and even jazz once they get a permanent location, and they plan to bring in celebrity musicians from each genre.

Fishof says that the camp attracts a cross-section of people, not just aging adults who long ago gave up on a career in music but still harbor dreams of rocking out.

"We get mothers, 15-year-old kids, top executives and music fans from all over the country," he said. "The common denominator is their love for music, and many of them keep coming back, they love the experience so much."

And that's not only true for fans, but for the rock stars, too. Aerosmith lead singer Steven Tyler worked at the camp last year and is returning again in May to teach. "He had a great time and was eager to come back," said Fishof.

"It's been a surprisingly rewarding experience," said Ford who freely admits that, "back in the '70s and '80s, I'd never have imagined doing this. But I really enjoy teaching people how to overcome their fears."

She cites one young drummer "who froze every time he had to do a fill." Ford and a drummer worked with the nervous musician for days with success. The drummer and his group won the trophy for best percussion section at a local showcase.

Obama pushes divided Congress to extend tax cut (Reuters)

MANCHESTER, New Hampshire (Reuters) ? President Barack Obama challenged the Congress on Tuesday to vote next week to save an expiring payroll tax cut, a day after a high-profile effort to tackle huge deficits collapsed in acrimony.

Obama, who is seeking re-election in 2012, was in campaign mode when he traveled to New Hampshire -- a key voting state where his Republican challengers will hold one of the first primary votes of the 2012 election in January.

He caricatured Republicans as the "Grinch," a mean-spirited character in a popular children's book about Christmas, for failing to back his $447 billion jobs package and an extension of payroll tax cuts due to expire at the end of the year.

Investors are already fretting about the fate of the tax cuts, worried that Congress' failure to extend them could put a damper on fragile economic growth.

Obama flew to New Hampshire after members of a bipartisan congressional "super committee" announced that three months of talks failed to produce a deal to cut $1.2 trillion from U.S. deficits.

The president ramped up pressure on Republicans to back the tax cut extension.

"In the spirit of Thanksgiving, we are going to give them another chance," Obama said, referring to lawmakers in Congress and this week's Thanksgiving holiday.

"Next week they are going to get to take a simple vote. If they vote no again, the typical family's taxes will go up $1,000 next year," Obama said in a campaign-style speech to a cheering crowd packed into a high school gymnasium.

He got a roar from the crowd when he urged them to tell lawmakers, "Don't be a Grinch."

Lawmakers initially hoped to include the tax break for workers and other expiring economy-boosting measures in any deal that would have emerged from the 12-member super committee.

A senior Democratic congressional aide said plans were being made to debate the payroll tax cut measure in the Senate in early December and possibly as soon as next week.

The White House specifically chose New Hampshire for Obama's latest rebuke of Republicans, a state that has mostly seen Republican presidential hopefuls visiting as they try to woo voters before the January primary.

Republicans have not ruled out extending the tax cut and jobless benefits, but they are likely to insist on additional spending cuts to offset their $168 billion cost. That could dampen the stimulative effect of the tax cuts.

'REAL MESS'

A Senate Republican aide said there appeared to be shallow support among Republicans for extending the tax cut because it is seen as just a temporary measure that adds to the debt.

Senator Jeff Sessions, the top Republican on the Senate Budget Committee, said it would be a "real mess" to pass the provisions now after the super committee's failure.

"We don't have the money to continue to borrow ... to fund these programs," Sessions told Reuters Insider.

While the details of the legislative effort are still being worked on, Democrats could attempt to pay for the payroll tax cut extension by raising taxes on the wealthy. Republicans have blocked that idea in the past and likely would do so again.

In that event, the tax cut extension could come up again in an end-of-year, catch-all bill to fund many government programs through next September, the end of the current fiscal year.

"I think it will happen but not without a lot of drama. But I don't think that will have any effect on markets. If it doesn't happen, though, that could spook people and trigger a rally in bonds," said James Sarni, a money manager at Payden & Rygel in Los Angeles.

"It would just feed the fire by confirming that we are in real trouble economically."

Even though global stock markets dropped on Monday amid reports the super committee had collapsed without a deal, most markets have moved on to more near-term worries like the debt crisis in Europe. U.S. stocks were flat on Tuesday.

Analysts warn that economic growth could slow by up to 1.5 percentage points in 2012 if the 2 percent payroll tax cut and enhanced jobless benefits are allowed to lapse.

"If Congress doesn't want to extend some of these benefits, then it's going to ensure that the economy faces more hurdles," said Joel Naroff chief economist at Naroff Economic Advisors. "Add that to the uncertainty in Europe and you have a very disturbing outlook for the first half of next year."

Investors are also worried Congress might try to undo $1.2 trillion in automatic spending cuts over 10 years that will begin in 2013 as a result of the super committee washout.

Republicans are already scrambling to shield the military from $600 billion in cuts.

One Republican defense hawk, House of Representatives Armed Services Committee Chairman Buck McKeon, announced his intention to undo the military cuts even before the deficit committee had admitted defeat on Monday.

Obama has vowed to veto such a move. His own defense secretary is lobbying hard to preserve the Pentagon's budget.

Credit-rating agencies, already dismayed by Washington's inability to tackle the country's fiscal woes, could downgrade U.S. debt if the cuts are rolled back.

UN committee criticizes NKorea human rights (AP)

UNITED NATIONS ? A key U.N. committee overwhelmingly approved a resolution Monday aimed at maintaining pressure on North Korea over its widespread human rights violations.

The General Assembly's human rights committee adopted the nonbinding resolution by a vote of 112-16 with 55 abstentions. It must now be approved at a plenary session of the 193-member world body, where its adoption is virtually certain.

The resolution expresses regret at North Korea's failure to implement U.N. recommendations after the country allowed the U.N. Human Rights Council to review its rights record in March 2010.

The resolution expresses serious concern at North Korea's use of public executions, arbitrary detentions and the death penalty for political and religious reasons. It also cites the country's severe restrictions on freedom of expression, religion and peaceful assembly, freedom to travel inside and outside the country, and the right to privacy.

The resolution "strongly urges" the government in Pyongyang "to immediately put an end to the systematic, widespread and grave violations of human rights" and implement all recommendations of the Human Rights Council and other U.N. bodies. It also urges the government to allow the U.N. Human Rights Commission's independent rights investigator to visit the country.

North Korean diplomat Kim Song rejected the resolution, saying it "has nothing to do with human rights and everything to do with politics."

Japan's U.N. Ambassador Tsuneo Nishida, whose country sponsored the resolution, called on North Korea to respond to the international community's concerns "in good faith."

Japan believes the resolution "will contribute to realizing a solution to the situation of human rights" in North Korea in general and to the North's abduction of 17 Japanese citizens, he said.

But North Korea's Kim said "dialogue and confrontation are not compatible."

The resolution also accused North Korea of violating the economic, social and cultural rights of its people, "which have led to severe malnutrition, widespread health problems and other hardship for the population," especially women, children and the elderly.

It expressed "very serious concern at the precarious humanitarian situation, including a serious deterioration in the availability of, and access to food in the country." It said this was the result of frequent natural disasters, weaknesses in agricultural production, government restrictions on cultivating and trading food items, and "the prevalence of chronic and acute malnutrition."

Despite some progress, the resolution said the lack of food "continues to affect the physical and mental development of a significant proportion of children" and it urged the government to address the shortages and cooperate with international donor agencies.

NY arrests Awlaki follower on bomb-making plan (Reuters)

NEW YORK (Reuters) ? New York police arrested a follower of late Muslim cleric Anwar al-Awlaki on suspicion of building a pipe bomb he planned to use against U.S. soldiers returning from Iraq and Afghanistan, officials said on Sunday.

Jose Pimentel, 27, was charged with three terrorism-related counts and two other counts, court documents said.

A U.S. citizen born in the Dominican Republic, Pimentel was arrested on Saturday in a Manhattan apartment while putting the bomb together, police said. They called him a "lone wolf" who had converted to Islam and became a radical.

In an interview with New York police, Pimentel admitted he "took active steps to build the bomb, including shaving the match heads and drilling holes in the pipes" and was "one hour away from completing it," said the criminal complaint filed by the Manhattan District Attorney.

Pimentel, who has not been charged federally, faces life in prison if convicted.

He was under surveillance since May 2009 and considered New York police cars, a New Jersey police station and U.S. post office among his potential targets, officials said.

As a reader of the online magazine "Inspire" published by al Qaeda in the Arabian Peninsula, Pimentel took instructions from an article "How to Build a Bomb in the Kitchen of Your Mom," Police Commissioner Ray Kelly told a news conference.

"We think an event that really set him off was the elimination of Anwar al-Awlaki," Kelly said. "His actions became a lot more intense after September 30."

A U.S. drone strike killed Awlaki, a U.S. citizen, in Yemen in late September, ending a two-year hunt. U.S. intelligence called him the "chief of external operations" for al Qaeda's Yemen branch and a Internet-savvy propagandist.

Kelly said Pimentel "talked about changing his name to Osama Hussein to celebrate his heroes Osama bin Laden and Saddam Hussein."

The criminal complaint said a police informant recorded meetings with Pimentel over a period of months and accompanied him as he bought materials for the bomb, including a drill and a clock.

The information from the police could not be independently confirmed.

"WE HAD TO ACT QUICKLY"

Since the September 11 attacks by al Qaeda in 2001, New York City has considered itself a prime target and has developed extensive intelligence and counterterrorism divisions that employ 1,000 officers within the police department.

No suspects have yet been convicted under New York state anti-terrorism laws, which were passed shortly after the attacks 10 years ago.

New Yorkers have grown accustomed to heightened security and regular announcements that authorities have foiled plots to attack the city. Mayor Michael Bloomberg called the Pimentel case the 14th plot against the city in the last decade.

Most planned attacks - such as the September 2009 arrest of Najibullah Zazi, an Afghan-born man and permanent U.S. resident who plotted a suicide bomb attack on the New York subway system - have been deemed "aspirational." Zazi later pleaded guilty.

But some, such as the failed May 2010 attempt to set off a bomb in Times Square, were closer to being carried out.

In that case, a Pakistani-born U.S. citizen, Faisal Shahzad, drove a sport utility vehicle packed with a crude bomb into the heart of Times Square on a busy Saturday evening. The bomb failed to go off and was discovered by a nearby vendor.

Shahzad was later arrested and pleaded guilty.

Kelly said federal prosecutors and the FBI were kept informed of the Pimentel case and that New York police arrested the suspect once he allegedly started to build a bomb.

"We had to act quickly because he was in fact putting this bomb together," Kelly said.

Counterterrorism officials in the United States and Europe say "lone wolf" militants are of particular concern because they can become radicalized via the Internet and prepare for an attack without leaving traces that might draw attention.

Unearthing a new quantum state of matter: Quantum physics discoveries could change face of technology

ScienceDaily (Nov. 21, 2011) ? Researchers at the University of Pittsburgh have made advances in better understanding correlated quantum matter that could change technology as we know it, according to a study published in the Nov. 20 edition of Nature.

W. Vincent Liu, associate professor of physics in Pitt's Department of Physics and Astronomy, in collaboration with researchers from the University of Maryland and the University of Hamburg in Germany, has been studying topological states in order to advance quantum computing, a method that harnesses the power of atoms and molecules for computational tasks. Through his research, with more than $1 million in funding from two consecutive four-year grants from the U.S. Army Research Office and a five-year shared grant from the DARPA Optical Lattice Emulator Program, Liu and his team have been studying orbital degrees of freedom and nano-Kelvin cold atoms in optical lattices (a set of standing wave lasers) to better understand new quantum states of matter.

From that research, a surprising topological semimetal has emerged.

"We never expected a result like this based on previous studies," said Liu. "We were surprised to find that such a simple system could reveal itself as a new type of topological state -- an insulator that shares the same properties as a quantum Hall state in solid materials."

Since the discovery of the quantum Hall effect by Klaus Van Klitzing in 1985, researchers like Liu have been particularly interested in studying topological states of matter, that is, properties of space unchanged under continuous deformations or distortions such as bending and stretching. The quantum Hall effect proved that when a magnetic field is applied perpendicular to the direction a current is flowing through a metal, a voltage is developed in the third perpendicular direction. Liu's work has yielded similar yet remarkably different results.

"This new quantum state is very reminiscent of quantum Hall edge states," said Liu. "It shares the same surface appearance, but the mechanism is entirely different: This Hall-like state is driven by interaction, not by an applied magnetic field."

Liu and his collaborators have come up with a specific experimental design of optical lattices and tested the topological semimetal state by loading very cold atoms onto this "checkerboard" lattice. Generally, these tests result in two or more domains with opposite orbital currents; therefore the angular momentum remains at zero. However, in Liu's study, the atoms formed global rotations, which broke time-reversal symmetry: The momentum was higher, and the currents were not opposite.

"By studying these orbital degrees of freedom, we were able to discover liquid matter that had no origins within solid-state electronic materials," said Liu.

Liu says this liquid matter could potentially lead toward topological quantum computers and new quantum devices for topological quantum telecommunication. Next, he and his team plan to measure quantities for a cold-atom system to check these predicted quantum-like properties.

MADRID (AP) ? Spain's center-right conservatives swept convincingly into power and into an economic hot seat Sunday as voters enduring 21.5 percent unemployment dumped the ruling Socialist government ? the third time in as many weeks that Europe's debt crisis has toppled an administration.

The vote in the country with the eurozone's highest jobless rate and a center-stage spot in Europe's debt crisis saga came as the continent's troubles cause financial havoc across the globe. And the victory for Spain's Popular Party came just after financially troubled Greece and Italy saw their governments fall.

As thousands of cheering supporters waved red-and-yellow Spanish flags and blue-and-white Popular Party banners on a Madrid avenue outside party headquarters, future prime minister Mariano Rajoy called for Spaniards of all political stripes to work together to overcome the crisis ? but sounded a somber note of warning for a country with an economy that has stalled.

"It is no secret to anyone that we are going to rule in the most delicate circumstances Spain has faced in 30 years," he said. "For me, there will be no enemies but unemployment, the deficit, excessive debt, economic stagnation and anything else that keeps our country in these critical circumstances."

But the 56-year old Rajoy gave no hints of how he will tackle Spain's unemployment nightmare ? with a much higher rate for young adults. So far, Rajoy has only promised tax cuts for small- and medium-size companies that make up more than 90 percent of all firms in Spain.

Rajoy faces the towering task of restoring investor confidence and lowering Spain's soaring borrowing costs with deficit-reducing measures, while preventing an already moribund economy from heading into a double-dip recession. The country only just climbed out of one last year that was prompted by the bursting of a real estate bubble.

With 99 percent of the vote counted, the Popular Party had won 186 seats compared to 154 in the last legislature. The Socialists plummeted from 169 seats to 110, their worst performance ever.

It was a resounding mandate that gave the party, known as the PP, an absolute parliamentary majority ? and far more seats than the 176 it needed for this cushion in the lower chamber of Parliament, Spain's most important.

Rajoy acknowledged he has no miraculous cures to solve Spain's economic troubles, but said the PP has shown in the past it gets things done, after ruling Spain from 1996 to 2004. These results included making Spain a founding member of the eurozone ? an achievement the PP prides itself on.

"We stand before one of those crossroads that will determine the future of our country, not just in the next few years but for decades," said Rajoy, who lost in his two previous electoral bids to run Spain.

Voter David Cordero said he wants Rajoy to create jobs and protect social services like state-paid health care and education.

"This is what this country needs right now," he said.

The conservatives won 44.6 percent of the vote and the Socialists took 28.7 percent, according to official results. In the last elections in 2008, the Socialists won by about four percentage points.

The result showed a clear Spanish shift to the right as the nation confront its worst economic crisis in decades and is mired in Europe's sovereign debt crisis.

Just as the campaign was winding down last week, the government's borrowing costs rose to levels near where other eurozone countries such as Greece, Ireland and Portugal had to request huge bailouts from the European Union and the International Monetary Fund.

Besides the recent changes in which Greece and Italy replaced their governments with teams made up of technocrats, Ireland and Portugal ? which also required huge bailouts to avert default ? saw their governments change hands.

Spanish Socialist party candidate Alfredo Perez Rubalcaba conceded defeat, saying that his party would fight to protect the welfare state from social spending cuts that Rajoy will almost certainly be forced to enact to meet EU-mandated deficit reduction cuts his party has pledged to fulfill.

Prime Minister Jose Luis Rodriguez Zapatero, whose popularity plummeted as the crisis deepened and he enacted austerity measures that doomed him among supporters, did not seek a third term in office ? and he didn't appear in public Sunday night.

In the Senate, with 58 percent of the votes counted, it was 134 seats for the PP and 50 for the Socialists. Several dozen more seats in that chamber are not elected directly. Rajoy is expected to take power in mid-December.

In a surprise, a new pro-independence Basque coalition called Amaiur won seven seats in Parliament and now outnumbers the Basque region's traditionally strongest party, the moderate Basque Nationalist Party, with five.

The victory for Amaiur came a month after the armed Basque separatist group ETA declared it would lay down its arms and seek independence through strictly peaceful means.
