The Tarrytown Rec maintains 12 facilities including a senior center, fitness center, Pierson Park, Patriot?s Park, Lagana Field and Basher and Giaquinto Fields located at Losee Park.
Incorporated within the 12 facilities is a vast array of programs which include Youth and Senior Activities, day camps, Pee Wee Baseball, TNT Baseball & Softball, Wolf Pack Football & Cheerleading, youth tennis, Zumba and Pilates classes, programs for the Developmentally Disabled and the Adult Recreation Softball Leagues.
Ralph Nicoletti has been the Senior Recreation Leader for the department for nine years. Nicoletti supervises all functions of Tarrytown Recreation Softball, which has now progressed to support an extremely popular Co-ed League in addition to the Men?s League.
At present, Tarrytown Recreation Softball has 34 teams participating in the men?s and co-ed leagues. Regarding Nicoletti?s depiction of the fierce competition in the co-ed leagues, nothing was more evident than on Thursday, Aug. 2, at Losee Park. In the 5:30 p.m. game, Siemens Healthcare (10-3) defeated Progenics Pharmaceuticals (10-3) in a nail-biter, 1-0, in a battle for first place in the Pierson Park Division.
Towers Watson (6-7), the defending Pierson Park Division champions, defeated Consumers Raters, 13-12, in the second game. Consumers (7-6) scored five runs in the top of the seventh inning to tie the game, but Watson fought back to win the game in the bottom of the last inning.
Watson?s third baseman, Nancy Rindone, hit a line-drive single to start the bottom of the seventh inning. Rindone later scored the winning run when Watson team captain Lanie Jackson hit a ball to shortstop with two outs and forced a fielder choice play to second base and the throw was late.
John Conway was the winning pitcher for Towers Watson and has been playing for the team for 20 years. Towers Watson evolved from Towers Perrin two years ago after a merger. ?Playing in the league sort of promotes a morale booster within the office at Towers Watson. The federal Affordable Care Act will provide health insurance for tens of millions of Americans who suffer without it. And it provides benefits to those of us who already have health insurance, including elimination of lifetime and annual medical treatment caps, allowing us to keep our kids on our health insurance until age 26, eliminating co-payments for preventive care and certain women?s health care services, reducing prescription drug costs for seniors ? the list goes on and on.
Shared responsibility is a core principle of the act. Originally proposed by the conservative Heritage Foundation, it was first enacted in Massachusetts by then-Gov. Mitt Romney. Conservatives praised this system of ?shared responsibility,? arguing that private insurers, the state and federal governments, employers and individuals should all share responsibility for providing health insurance.
Medicaid, which provides health care for the poorest among us, has always been a responsibility shared by both federal and state governments. In California, the federal government picks up about 50 percent of the cost of Medicaid, or what we call Medi-Cal.
In 2014, the new act expands eligibility for Medicaid to households and individuals with incomes below 133 percent of the federal poverty level ? covering individuals who make less than $15,000 annually. The federal government pays for 100 percent of the expansion for three years, so that 1.95 million more Californians will have health care coverage with no additional cost to California. After 2017 the formula gradually changes so that states pay for 10 percent of expanded coverage after 2020.
After the Supreme Court?s decision, states now have the option to decline the Medicaid expansion without penalty. California should take advantage of the opportunity to cover close to 2 million Californians for three years without a state match.
Even after the first three years, the state will not pay more than 10 percent of the cost of expansion. From 2010-2019, the feds will pay over $37 billion to expand Medi-Cal. In that same period the state?s cost for expansion will be less than 1 percent of its overall expenditures, a very favorably leveraged investment in the health and well-being of Californians.
Californians are already paying for the uninsured, without any help from the feds. Right now every insured Californian is paying about $500, and each family is paying approximately $1,400 per year, in extra health insurance premiums to cover the uninsured. The uninsured get care through our hospital emergency rooms, where it is a lot more expensive to treat them. A substantial portion of those uncompensated costs are shifted by medical providers to health insurers in the form of higher demands for reimbursement for treating insured patients and then passed on by the insurers to those of us with health insurance in the form of higher premium charges ? a hidden tax.

USDA: Ongoing drought causes significant crop yield declines
ScienceDaily (Aug. 10, 2012) ? Corn production will drop 13 percent to a six-year low, the U.S. Agriculture Department said today (Aug. 10), confirming what many farmers already knew -- they are having a very bad year, Ohio State University Extension economist Matt Roberts said.
In its monthly crops report, USDA today cut its projected U.S. corn production to 10.8 billion bushels, down 17 percent from its forecast last month of nearly 13 billion bushels and 13 percent lower than last year. Soybean production is forecast to be down as well, to 2.69 billion bushels, which is 12 percent lower than last year, as well as lower than the 3.05 billion bushels the USDA forecast last month.
The projections mean this year's corn production will be the lowest production since 2006, with soybeans at its lowest production rate since 2003, Roberts said. The USDA said it expects corn growers to average 123.4 bushels per acre, down 24 bushels from last year, while soybean growers are expected to average 36.1 bushels per acre, down 5.4 bushels from last year.
In Ohio, those numbers translate into a projected 126 bushels per acre yield, which is down 32 bushels per acre from last year for corn, he said. Soybeans are projected at 42 bushels per acre, down from last year's 47.5 bushels per acre yield.
The impact on growers is going to be tough, Roberts said.
"I don't think this is a surprise to anyone, especially growers," he said. "For most farmers, this is the year that they will lose much of the profits they've made over five good years.
"I don't expect to see a lot of bankruptcies, but certainly there will be a lot of belt-tightening among farmers this year. With crop insurance so widespread, it will help ensure that we don't see a lot of bankruptcies and help farmers weather this storm."
This as Ohioans have suffered through multiple days of record-setting temperatures of over 100 degrees this summer, with scant rainfall that has resulted in parched crop fields. In fact, with an average temperature of 77.6 degrees, July was the hottest month ever recorded nationwide, breaking a record set during the Dust Bowl of the 1930s, according to the National Climatic Data Center.
Most of Ohio except for some counties near the Kentucky, West Virginia and Pennsylvania borders is experiencing moderate drought, with some counties near the Indiana and Michigan borders experiencing severe and extreme drought as of Aug. 7, according to the most recent U.S. Drought Monitor. Nationwide, 80 percent of the U.S. is experiencing drought conditions, up from 40 percent in May, according to the monitor.
Currently, topsoil moisture in Ohio was rated 45 percent very short, 41 percent short and 14 percent adequate, with no surplus, according to the latest U.S. Department of Agriculture Weekly Crop Report.
The lack of rainfall has decimated many corn crops, which were damaged as a result of not enough rain during its crucial pollination period. So even though growers planted a record acreage of corn this year in anticipation of a strong year with record yields, the lack of enough rainfall has caused yield forecasts to continue to decline, Roberts said.
And while soybeans weren't as negatively impacted by the lack of rain earlier in the growing season, ongoing drought conditions are taking a toll on crops, which are seeing yield estimates decline as well, he said, noting that further yield declines are likely as the growing season continues.
The corn and soybean forecasts are largely in line with market expectations, Roberts said.
Corn prices through yesterday increased 63 percent since mid-June, reaching an all-time high today (Aug. 10) of $8.49 a bushel on the Chicago Board of Trade.
"Most analysts in February expected a corn yield of 163, meaning there has now been a 40 bushel per acre yield cut from the beginning of the year, with many analysts expecting yields to go below 120 per bushels when it is all said and done," he said. "That means there's just a lot less corn around than what we expected.
"That leaves 2.3 billion fewer bushels of corn to be consumed than in 2011, which means that consumption has to be rationed out. And even though ethanol will be down about 10 percent and exports will be down by 25 percent from two years ago, we will still end up with extremely tight inventories."
For livestock farmers, the situation is even worse, Roberts said.
"Livestock producers will feel more pain from higher feed prices and negative profit margins," he said. "We will see a lot more stress on the entire livestock end, from poultry all the way up to cows.
"Cow/calf producers are in a very difficult situation because of poor pasture conditions and high hay costs as a result of this historic drought. Overall, it's going to be a very bad year for the farm economy. While there will be pockets of growers that don't feel it as bad, livestock farmers will feel it just all around because of the overall feed costs."

Mexico celebrated the national soccer team winning the gold medal Saturday at the Olympics in London.
Here in the Costa Alegre, or Happy Coast, where I am traveling in Mexico, all eyes were on the television as Mexico won its first ever Olympic medal in soccer.
After the game, a group of children went to practice at a local soccer field. Half the boys played in bare feet but this didn't stop them from kicking the ball and scoring goals.
"It's an honor," Fernando Ruiz, 13, said of the gold medal.
The goalie who plays for a youth league said his favorite player is Mexico's goalie, Jose de Jesus Corona.
Corona kept Brazil from scoring in the last minutes of the game.
After the win, Corona, told TV Azteca, the win gives Mexican people hope "in the difficult times that we face."
The gold was good news for Mexico that gets more headlines for the drug war or for sending migrants north of the border.
It was a time of national pride and people shouted "?Que Viva Mexico!" as they drove down the street. Many wore their green, red or black soccer jerseys around town. Three local police officers took a break to catch the game at the cafe where I watched with fans.
Soccer is the national sport and so popular that at a recent children's party here they had a soccer player pi?ata.
"It's good for Mexico," said Lorenzo Rodriguez, 12, who also plays in a youth soccer league. "We're celebrating."
He has an aunt who lives in Chicago he told me as we chatted and I took photos.
Mexican soccer fans from Chicago to Los Angeles, from the Costa Alegre to Chiapas, and those who made it all the way to London, celebrated their defeat of Brazil.
Brazil was expected to win but Mexico never gave up hope and won 2 to 1 for the gold.
"We know this isn't going to change the problems of anybody, much less the country," the Mexican coach Luis Fernando Tena told TV Azteca.
But he also said the win is a proud moment for the country "so in need of happiness."
The children at the football field, some as young as three-years-old, kicked the ball around the field. Here they don't even have nets on the goals.
But today everybody saw gold.

'Selfish' DNA in animal mitochondria offers possible tool to study aging
ScienceDaily (Aug. 9, 2012) ? Researchers at Oregon State University have discovered, for the first time in any animal species, a type of "selfish" mitochondrial DNA that is actually hurting the organism and lessening its chance to survive -- and bears a strong similarity to some damage done to human cells as they age.
The findings, just published in the journal PLoS One, are a biological oddity previously unknown in animals. But they may also provide an important new tool to study human aging, scientists said.
Such selfish mitochondrial DNA has been found before in plants, but not animals. In this case, the discovery was made almost by accident during some genetic research being done on a nematode, Caenorhabditis briggsae -- a type of small roundworm.
"We weren't even looking for this when we found it, at first we thought it must be a laboratory error," said Dee Denver, an OSU associate professor of zoology. "Selfish DNA is not supposed to be found in animals. But it could turn out to be fairly important as a new genetic model to study the type of mitochondrial decay that is associated with human aging."
DNA is the material that holds the basic genetic code for living organisms, and through complex biological processes guides beneficial cellular functions. Some of it is also found in the mitochondria, or energy-producing "powerhouse" of cells, which at one point in evolution was separate from the other DNA.
The mitochondria generally act for the benefit of the cell, even though it is somewhat separate. But the "selfish" DNA found in some plant mitochondria -- and now in animals -- has major differences. It tends to copy itself faster than other DNA, has no function useful to the cell, and in some cases actually harms the cell. In plants, for instance, it can affect flowering and sometimes cause sterility.
"We had seen this DNA before in this nematode and knew it was harmful, but didn't realize it was selfish," said Katie Clark, an OSU postdoctoral fellow. "Worms with it had less offspring than those without, they had less muscle activity. It might suggest that natural selection doesn't work very well in this species."
That's part of the general quandary of selfish DNA in general, the scientists said. If it doesn't help the organism survive and reproduce, why hasn't it disappeared as a result of evolutionary pressure? Its persistence, they say, is an example of how natural selection doesn't always work, either at the organism or cellular level. Biological progress is not perfect.
In this case, the population sizes of the nematode may be too small to eliminate the selfish DNA, researchers said.
What's also interesting, they say, is that the defects this selfish DNA cause in this roundworm are surprisingly similar to the decayed mitochondrial DNA that accumulates as one aspect of human aging. More of the selfish DNA is also found in the worms as they age.
Further study of these biological differences may help shed light on what can cause the mitochondrial dysfunction, Denver said, and give researchers a new tool with which to study the aging process.

Sikh temple shooting suspect identified as former Army soldier
The man suspected of opening fire on Sunday in a Sikh temple in Oak Creek, Wis., was identified as Wade Michael Page, a 40-year-old former member of the U.S. Army, police said on Monday.
Seven people were killed, including the suspected gunman, in Sunday's shooting. The six victims identified by police--five men and one woman--ranged in age from 39 to 84.
A U.S. Army spokeswoman told Yahoo News that Page served from April 1992 until October 1998 as a member of the psychological operations unit. He was never deployed, but was awarded numerous medals, including two for good conduct and one for humanitarian service. Page, a Colorado native, received basic training in Fort Sill, Okla., moved to Fort Bliss in Texas and finished at Fort Bragg in North Carolina.
A psychological operations specialist is "primarily responsible for the analysis, development and distribution of intelligence used for information and psychological effect," according to the U.S. Army website.
According to Oak Creek Police Chief John Edwards, Lt. Brian Murphy, a 51-year-old officer, was the first to arrive at the temple shortly after 10:25 a.m. Sunday. He began to render aid to one of the victims in the parking lot when he was "ambushed," Edwards said.
Murphy was shot between 8 and 9 times at close range with a handgun, Edwards said. Other officers exchanged gunfire with Page after they arrived, Edwards said, killing him. The officers then found Murphy in the parking lot. "He waved them off, and told them to go into the temple to assist those in there," Edwards said.
Murphy was carried to a squad car and rushed to Milwaukee's Froedtert Hospital where he underwent surgery. Three of the shooting victims, including the officer, are listed in critical condition at the hospital.

Page was discharged from the army in 1998 for "patterns of misconduct," according to CNN, citing a Pentagon official. The U.S. Army spokeswoman would not confirm or deny the CNN report. Edwards said it was a "general discharge" and that Page was "ineligible for reenlistment."
Sources told ABC News the suspect was a "white supremacist" or "skinhead." And officials told NBC News he had "some kind of radical or white supremacist views," but was apparently not a member of any kind of radical organization. His past run-ins with law enforcement were described as minor.
According to the Southern Poverty Law Center, Page "was a frustrated neo-Nazi who had been the leader of a racist white-power band." The band, called End Apathy, formed in 2005. According to the group's MySpace page, its music "is a sad commentary on our sick society and the problems that prevent true progress."
No motive for the suspect was released. Police searched the apartment of the suspected shooter early Monday looking for clues to his motive, Reuters reported.
There were initial, unconfirmed reports of multiple shooters and a hostage situation, though police said they believe Page was the lone shooter. Tactical units performed a three-square-mile grid search of the area around the temple.
Members of the temple described the gunman as a tall male with what appeared to be "a 9/11 tattoo." Officials told NBC News late Sunday that the suspect had many tattoos.
Law enforcement officials are treating the case as an "act of domestic terrorism," police said, and the FBI is leading the investigation.
Sunday's shooting came less than a month after the Aurora, Colo., theater massacre, where 12 people were killed and 58 wounded during a midnight screening of "The Dark Knight Rises."

Nuke plant chief after tsunami: 'This is serious'
TOKYO (AP) ? The emergency command center at Japan's stricken nuclear plant shook violently when hydrogen exploded at one reactor and the plant chief reacted by shouting, "This is serious, this is serious," reveal videos taken as the crisis happened last year.
Tokyo Electric Power Co. initially refused to release the videos, but the company is now under state control and was ordered to do so. The footage seen Monday was mainly of teleconferences between company headquarters in Tokyo and staff at the Fukushima Dai-ichi nuclear plant after the March 11, 2011, tsunami critically damaged its reactors.
In the videos, then-plant chief Masao Yoshida complained about phone calls to the prime minister's office not getting through and showed frustration as he fought the government's nuclear safety officials interfering with technical suggestions that didn't fit the plant's conditions.
Around 11 a.m. on March 15, Yoshida screamed to officials at Tokyo headquarters: "The headquarters! This is serious, this is serious. The No. 3 unit. I think this is hydrogen explosion. We just had an explosion."
In the video's background, other officials shout questions, asking for radiation levels and other data. The massive earthquake and tsunami that hit northeast Japan had knocked out the cooling systems that kept the reactors' nuclear material stable, and the cores of three reactors melted, releasing large amounts of radiation.
"I can't see anything from here because of heavy smoke," Yoshida said after the explosion. Even though workers struggled to assess the situation, they fell behind media reports. A voice from an off-site emergency center is heard, a man saying he saw explosion on television news.
The buildings housing three of the reactors had hydrogen explosions after the gas filled the unvented buildings, and the blasts spewed radiation and delayed repair work. To avoid the explosions, officials had even considered dropping a hammer from a helicopter to make a hole on the ceiling, although they scrapped the idea because it was too dangerous.
The videos also included conversations showing communication problems between the plant and the government, workers' lack of knowledge in emergency steps and delays in effort to inform outsiders about the risks of leaking radiation.
Just after the Unit 3 explosion, plant officials and TEPCO executives discussed extensively if they should call it a hydrogen explosion. Another segment showed they forgot to notify officials outside TEPCO and residents about a meltdown at another unit, No 2, or even provide data crucial for their evacuation.
"Are we providing a release on this?" asked TEPCO vice president Sakae Muto, while discussing with other officials the timing of the March 14 melting of Unit 2's reactor core. An anonymous plant worker says no, while another executive, Akio Komori, instructed workers to quickly conduct radiation monitoring as he suggested they might have to evacuate at some point.
Komori said workers may have to withdraw from the unit control room. A TEPCO official said he did not know evacuation details in an emergency manual: "Sorry, that's not in my head."
After the March 12 explosion at Unit 1, dozens of workers were highly exposed, but TEPCO officials debated how they could allow extra exposures without getting in trouble. One anonymous official suggested "they can go home and take a bath and open their pores" to wash off contamination. He said they could get health checks when whole body counters become available later, while another official suggested they should abide by the rule. Days later, the government raised the maximum exposure levels to more than double the usual limit for emergency operation.
The Unit 2 reactor was the most critical in the first few days, which Yoshida described as "skin-tight" situation. "Radiation levels are extremely high. You don't understand because you're not here, but it's really a skin-tight situation. (The workers) can go in only a short while, and they have to rotate."
Also on March 15, the videos showed then-Prime Minister Naoto Kan bursting into TEPCO's Tokyo office, rebuking officials and demanding they work harder. The portion of his visit has no sound. While Kan spoke for 20 minutes, operations at Fukushima Dai-ichi seemed halted, with officials and workers there, as well as TEPCO executives in Tokyo, sitting straight and quietly listening to him.
Shown from behind, Kan spoke at length, appeared upset and frequently raised and lowered his arms. Government and parliamentary investigation reports have said that Kan, who thought TEPCO executives planned to fully withdraw workers and abandon the plant, yelled at TEPCO executives, demanding they "risk their lives" to get the plant under control. In a separate video segment, TEPCO executives debated a withdrawal but it is unclear whether they meant a partial withdrawal.
Kan also reportedly said Japan would be destroyed if the plant situation worsened.
Eventually a total of 71 workers remained ? those some have called the heroic Fukushima 50 ? trying to avoid catastrophe.
The plant's reactors were declared stable in December, and many more workers are toiling at the site, undertaking a cleanup that may take decades. More than 160 workers have exceeded radiation exposure limits that require they no longer work at the plant, but no one is known to have developed a radiation-induced illness.
TEPCO made a 90-minute video of selected clips available for download, while journalists who registered beforehand were allowed to see 150 hours of coverage. The content was heavily edited, with white shades shielding workers' faces and nametags and beeps masking voices and other sound.
Kan left office last year after being criticized for the government's failings during the disaster, which was the world's second worst nuclear accident after Chernobyl. The plant's chief, Yoshida, has since left TEPCO due to illness.

Kurd rebels storm Turkey border post, 20 killed
Kurdish rebels stormed a Turkish army post on the Iraq border Sunday, triggering fighting that killed 20 people in the latest clash since Ankara launched a major offensive against the outlawed PKK.
Six soldiers, two village guards and 12 Kurdish rebels were killed following the assault on an army post in a village in the southeastern province of Hakkari, the local governor's office said in a statement.
Another 15 soldiers, one village guard and five civilians were wounded, according to the statement cited by the Anatolia news agency.
The rebels from the Kurdistan Workers' Party (PKK) launched simultaneous assaults on three border posts but the casualties occurred at a post in the village of Gecimli village, the private TV television station reported.
It was the deadliest clash since June when fighting between Turkish soldiers and Kurdish rebels left 28 people dead following a similar attack on an army post in the same region.
Deputy Prime Minister Besir Atalay said after Sunday's attack that Turkey's fight against "terrorism" would continue.
A series of similar assaults against troops in the Kurdish-dominated southeast prompted the army to launch an all-out offensive against PKK bases in the area last month.
The Turkish ground and air operation, one of the biggest in years, is focused on the town of Semdinli, in Hakkari province, and NTV television said about 2,000 troops are involved.
"A serious and strong operation is under way in Semdinli," Atalay said last week.
The PKK, considered a terrorist organisation by Turkey and much of the international community, took up arms in the southeast in 1984, sparking a conflict that has claimed some 45,000 lives.
Turkey's latest offensive against the PKK comes as Kurds in northern Syria are reported to have taken control of some regions as fighting escalates in the uprising against the rule of President Bashar al-Assad.
Prime Minister Recep Tayyip Erdogan has accused Damascus of allowing Kurdish rebels a free hand in the north of the country and warned that Ankara would not hesitate to strike "terrorists".
Ankara claims some of the Kurdish rebels in Syria were forced to move there from hideouts in mountainous zones of northern Iraq after the Turkish army carried out several air strikes in the area.
The reported control of northern Syria by the Democratic Union Party (PYD), the PKK's Syrian ally, has pushed Ankara to take diplomatic and military steps to neutralise what it sees as any potential threat.
Turkey has massed a convoy of tanks, weapons and ground-to-air missile batteries on the border with Syria and staged military drills, which have been seen by the media as a show of force against Damascus.
Ties between one-time allies Ankara and Damascus have soured since Assad's regime launched a brutal crackdown on dissent in March last year.
Relations hit an all-time low after a Turkish fighter jet was brought down by Syrian fire in June, killing its two pilots and leading Ankara to brand Damascus a "hostile" opponent.
Damascus counters Turkish accusations with claims that Ankara is supporting "terrorists" to bring down the Syrian regime down, referring to the Free Syrian Army of defecting soldiers which is based on Turkish soil near the border.
Last week, Foreign Minister Ahmet Davutoglu visited northern Iraq for talks with Kurdish leader Masoud Barzani about the situation in northern Syria.
"The new Syria should be free of any terrorist and extremist group or organisation," the two said in a rare joint statement.
Although Turkey has built ties with the Kurdish regional government in the north of Iraq, Ankara is opposed to the idea of a separate Kurdish state.

Could Compact Fluorescent Bulbs Pose Skin Cancer Risk?
FRIDAY, August 3 (HealthDay News) -- As the United States bakes under the summer sun, dermatologists often warn of cancer risks posed by ultraviolet (UV) sunlight. But research now points to a new and ubiquitous indoor source of these harmful rays: eco-friendly compact fluorescent light bulbs.
Scientists say they found widespread chipping or cracking in the phosphor surface coating of nearly all the compact fluorescent bulbs they examined, allowing UV rays to escape.
Most of the bulbs "have cracks in the phosphor coating, probably due to the fact that the coating is brittle and has trouble making the tight bends required to make these bulbs compact," explained study lead author Miriam Rafailovich, a professor of materials science and engineering and director of the Garcia Center for Polymers at Engineered Interfaces at Stony Brook University in Stony Brook, N.Y. "As a result, we observed, by eye, defects in nearly all the bulbs that we studied."
And, Rafailovich added that, "skin cells exposed to [compact fluorescent light] emissions showed the same damage as those exposed to UV light" when placed in close range (meaning less than one foot) to a CFL bulb.
The study is funded by the U.S. National Science Foundation and is published in a recent issue of the journal Photochemistry and Photobiology.
As Americans grow more concerned about environmental and energy issues, millions have made the switch from the old incandescent bulbs to compact fluorescents. The U.S. National Institutes of Health notes that the newer technology uses roughly 75 percent less energy than standard incandescent bulbs.
Each compact fluorescent bulb has a phosphor coating applied to its narrow glass tubing. The coating is designed to both enhance the bulb's luminescence capacity while at the same time absorbing UV radiation that would otherwise be emitted.
But the authors warn that if the bulb's surface area is riddled with "bald" spots, UV protection is lost.
To see how widespread the problem might be, the Stony Brook team set out to purchase a wide array of compact fluorescent bulbs commercially available in stores across the Suffolk and Nassau county regions of Long Island, N.Y.
They measured each bulb for levels of UV emissions, while at the same time examining each for signs of cracking in its phosphor coating.
The result: All the bulbs, regardless of manufacturer or brand, were found to emit "significant" levels of both UVC and UVA rays as a result of cracks in their respective applied coatings.
Further laboratory testing revealed that when healthy human skin cells were exposed to the UV emitted from the bulbs, damage ensued that was "consistent" with the damage typically caused by UV radiation from the sun.
By contrast, exposure to incandescent bulbs of similar strength prompted no skin cell damage.
According to Rafailovich, "these bulbs are fragile, the phosphor is easily damaged, and possibly dangerous amounts of UV are emitted. Therefore, it's best not to use these bulbs at close range -- less than a couple of feet -- or look directly at them. To be safe, they should be used behind a glass cover, or kept at a distance of several feet or more."
Rafailovich said it's incredible that this situation has arisen at all. "You should not need suntan lotion to protect you from indoor lighting," she said.
In any case, one dermatologist believes using sunscreen each day is a good way to keep the UV away, whatever the source.
Dr. William Ting is a private practice dermatologist and medical director of California Dermatology Care in San Ramon, Calif. He said that doctors "have always had some suspicion about these bulbs in terms of exactly how much UV is getting through to patients. However, I don't think we're going to slow down the adoption of this technology, which means that people will increasingly find themselves in environments where they have no control over the use of these light bulbs."
His advice: "Everyone should be wearing sunscreen every single day no matter what, because even a short commute from home to work can lead to sun damage over time. And if everyone adheres to that there's no reason to be concerned about this issue."
Another expert agreed.
"Recommending that people apply sunscreen every day is always good advice," said Dr. Darrell Rigel, a clinical professor of dermatology at NYU Langone Medical Center in New York City. "That said, I'm not sure what the risk is here. Is it a risk of some kind? Yes. It is a big risk? Probably not. And I would not alarm people that they're going to get skin cancer because they're exposed to a compact fluorescent [bulb]."
"For example," Rigel said, "most people work in offices within five to six feet of the long, standard fluorescent light bulbs that everyone is familiar with. And over the course of a typical work year of 2,000 hours you'd get the equivalent of about 20 minutes of street sun exposure in NYC in September. In other words, not a lot. So while more research is needed, at this point I wouldn't have people panicking about this."
The American Lighting Association, an industry group representing light bulb manufacturers, did not respond to HealthDay requests for comment.

ly plays a role in cancer development and progression, but the reason that a certain mutation leads to one cancer and not another is less clear. Furthermore, no links have been found between any cancer and a type of genetic change called "copy-number variants," or CNVs. Now, a new study published by Cell Press in The American Journal of Human Genetics on August 2 identifies CNVs associated with testicular cancer risk, but not with the risk of breast or colon cancer.
Some cancers, including breast and colon cancer, are caused by mutations that are passed from one generation to the next. However, most cancers, including testicular cancer, are sporadic?they arise without a family history of cancer. Many of these sporadic cancers result from genetic mutations in germ cells?the cells involved in reproduction?even though neither parent has the mutation. Scientists call these "de novo" mutations.
In order to identify rare de novo mutations associated with cancer risk, Dr. Kenneth Offit and colleagues searched for CNVs, which are duplications or deletions of one or more sections of DNA, in cancer patients and their cancer-free relatives. They found a significant increase in the number of rare de novo CNVs in individuals with testicular cancer as opposed to breast or colon cancer. Although such CNVs have been associated with autism and other neurocognitive and cardiovascular disorders, they were not previously known to be associated with cancer.
The authors propose that de novo changes (as opposed to those inherited from parents) might be indicative of conditions that have traditionally resulted in reduced fertility. Although modern treatment regimens allow more than 90% of men with testicular cancer to live long and reproductive lives, the condition traditionally left affected men childless. "We speculate that the paradigm of a de novo germline disease etiology may be less applicable to late-onset cancers," says Offit, "in part explaining the lower frequency of de novo events we found in adult-onset breast and colon cancer cases." Pinpointing the specific genetic changes that lead to cancer development will improve the understanding of the origins of cancer, leading to new treatment strategies and ultimately easing the burden on those afflicted with these diseases.
